As a result of shelling by Russian military forces on the morning of December 25, several thermal power plants were damaged, leading energy workers to implement emergency power outages, and in Kharkiv, at least three people are reported injured.

In Kharkiv, a Russian ballistic missile struck an uninhabited area in the Saltivskyi district, resulting in a fire. Kharkiv officials state that three individuals sustained serious injuries due to this incident. No further details about their conditions have been provided.
Following the missile attack, Russian forces targeted Kharkiv with strike drones.
In the Kyiv region, the Russian army damaged homes, cafes, and cargo vehicles. Fortunately, there were no casualties among civilians.
Regarding the energy sector, a portion of the Ivano-Frankivsk region was left without electricity due to the attack. According to the regional military administration, there were no reported injuries.
This marks the thirteenth mass attack by Russia on Ukrainian energy infrastructure this year and the tenth such attack on DTEK enterprises. Over nearly three years of the large-scale war, Russian forces have shelled thermal power plants more than two hundred times.
It is worth noting that Russian military forces have destroyed the majority of Ukraine's thermal generation and one-third of its hydroelectric generation.
The Office of the Prosecutor General considers Russian attacks on Ukrainian energy facilities as part of genocide. According to the Commission for Investigation of Violations in Ukraine, authorized by the UN Human Rights Council, the Russian shelling of energy infrastructure may constitute a crime against humanity. The International Criminal Court has already issued the first arrest warrants for those responsible for the attacks.
