Russians launched a massive attack on Ukraine, with explosions reported in Kyiv, Ivano-Frankivsk, Khmelnytskyi, Lutsk, and Odesa (updated).

As a result of shelling by Russian military forces on the night of November 28, explosions were heard in several cities, leading to civilian casualties and prompting energy providers to implement emergency power outages due to damage to critical infrastructure.

During the night, Russians launched strike drones and rockets at Ukraine. The Air Force reported the takeoff of Russian strategic bombers Tu-95MS from the Olenya airbase around 5 a.m.

In Kyiv, fragments of downed Russian rockets fell in two districts, specifically in the Dniprovskyi and Darnytskyi areas. Currently, there has been no information about casualties.

In Lutsk, local officials reported several "arrivals," which caused a power outage in the region. Explosions were also heard in Ivano-Frankivsk and Khmelnytskyi, where private homes were damaged. In Vinnytsia region, there is information about an injured woman.

An attack on an infrastructure facility was recorded in Sumy region, with a hit confirmed in the Shostka community.

On the morning of November 28, explosions were heard in Odesa, where one person has been reported injured. Shortly before, the Air Force had warned of a missile threat to the region.

It is worth noting that Russian military forces have destroyed most of Ukraine's thermal power and one-third of its hydropower generation capacity.

The Office of the Prosecutor General is considering Russian attacks on Ukrainian energy facilities as part of genocide. According to the Commission on Investigation of Violations in Ukraine, authorized by the UN Human Rights Council, Russian shelling of energy infrastructure may constitute a crime against humanity. The International Criminal Court has already issued the first arrest warrants for those responsible for the attacks.
