Russia has declared Ukraine's military losses registry as undesirable within its territory.

The General Prosecutor's Office of Russia has granted the project “Register of Losses Caused by the Aggression of the Russian Federation Against Ukraine” (RD4U) the status of a so-called undesirable organization. The project collects information about the damage inflicted by the Russian occupying army on Ukrainian organizations and individuals, as well as on cultural heritage and nature.

According to a statement from the Prosecutor General's Office, RD4U's activities are allegedly “aimed at undermining the territorial integrity” of the Russian Federation, which is not true. According to international law, the borders of the state of Ukraine are defined within the limits of 1991, and the Russian occupation of Ukrainian territories is temporary.

Additionally, the Prosecutor General's Office of the Russian Federation assesses that the activities of the register are directed “towards undermining the economic foundations of the state, destabilizing the socio-political situation,” and the organization's website contains materials that deny Crimea's belonging to Russia, as well as the Donetsk and Luhansk People's Republics, Zaporizhzhia and Kherson regions, publishes articles that discredit Russia's foreign policy and the actions of the Armed Forces of the Russian Federation during the special military operation, and expresses the need to support the Kyiv regime.

The RD4U register was established under the auspices of the Council of Europe and began its operations in the spring of 2024. Its headquarters is located in The Hague.

In the initial months of its operation, it accepted claims regarding damage or destruction of residential properties, and later the option to report the death of close relatives due to the actions of the Russian army was added.

Earlier, ZMINA reported that the International Register of Losses will include 45 different categories, among which are non-property losses. In particular, the register will include moral damage from the death of a loved one, bodily injuries, torture, and sexual violence. Claims of forced deportation and loss of property will also be accepted. Moreover, among the categories will be damage to historical and cultural heritage and the environment.

ZMINA also reported the emergence of an advisor with explanations on how to submit a claim to the international Register of Losses for those affected by Russian aggression.

Recently, ZMINA reported that the International Register of Losses is strengthening cooperation with public organizations to provide more effective assistance to those affected by Russian aggression.
