The Rada has approved the resolution supporting democracy in Ukraine, which states that the powers of President Volodymyr Zelensky should continue until the end of martial law. This means that presidential elections will only take place after the war concludes.

Today, 268 deputies voted for the relevant resolution No. 13041 (On Supporting Democracy in Ukraine Amid the Aggression of the Russian Federation) during a session of the Verkhovna Rada, as reported by MP Yaroslav Zheleznyak.

He provided some provisions of this statement:

  • The Verkhovna Rada states that the martial law introduced due to the full-scale invasion of the Russian Federation does not allow for elections to be held in accordance with the Constitution. However, the Ukrainian people are united in the belief that such elections should take place after the end of the war. The Verkhovna Rada declares that Ukraine, as a democratic country, will announce the holding of presidential elections as soon as comprehensive, just, and sustainable peace is ensured on its territory, and will conduct them in accordance with all international electoral standards.

  • The parliament emphasizes the necessity of adhering to the principle of institutional continuity of power as outlined in Ukrainian laws, especially during the legal regime of martial law, and notes that President Volodymyr Zelensky must fulfill his duties until the newly elected president of Ukraine takes office in accordance with the first part of Article 108 of the Constitution of Ukraine.

The statement highlights that President Volodymyr Zelensky was elected through free, transparent, and democratic elections, and his mandate is not questioned by the Ukrainian people or the Verkhovna Rada.

Recall that yesterday the Rada was unable to pass the resolution on democracy due to a lack of votes in the hall. Earlier, President Volodymyr Zelensky explained why it is currently impossible to hold elections in Ukraine.
