The UN Human Rights Monitoring Mission in Ukraine has documented 79 executions of Ukrainian prisoners of war since late August 2024.

"Many Ukrainian soldiers who surrendered or were held captive by Russian armed forces were shot on the spot. Witness testimonies also reported killings of unarmed and wounded Ukrainian soldiers," the UN noted.

It is highlighted that for 24 incidents involving the execution of 79 Ukrainian Armed Forces fighters, the Mission received and analyzed video and photographic materials published by both Ukrainian and Russian sources.

The head of the Mission, Daniel Bell, pointed out that the geolocation and chronology of the incidents indicate that the reported executions occurred in areas where Russian offensive operations were ongoing.

"Public figures in the Russian Federation have openly called for inhumane treatment and even execution of captured Ukrainian servicemen. Combined with broad amnesty laws, such statements may incite or encourage unlawful behavior," she said.

The UN emphasized that international humanitarian law prohibits issuing orders for no one to be left alive, threatening the enemy with such actions, or conducting combat operations on that basis.

Recall that in December 2024, Ombudsman Dmitry Lubinets reported that Ukraine had documented over 100 instances where Russian soldiers executed surrendering Ukrainian troops within a year.

Lubinets also explained why the executions of Ukrainian prisoners of war can be considered a deliberate tactic of the Russian Federation.
