In 2025, significant simplification of access to consular services for Ukrainians abroad is expected. The "e-Consul" system will facilitate this.
This was reported by Foreign Minister Andriy Sibiga, as stated by the press service of the Ministry of Foreign Affairs on January 22.

According to him, the Ministry of Foreign Affairs plans to launch automated notarial services in all Ukrainian diplomatic institutions abroad.
"This means that in the 'e-Consul' system, you will be able to select the type of necessary power of attorney or application, add information if needed, and during your visit to the consul, a document ready for signing will be waiting for you. This saves time and effort," noted Sibiga.
Additionally, within six months, new digital services will be launched in the "e-Consul" system, focusing on the most demanded services. Starting in February, courier delivery of passports will be available at an affordable price in collaboration with "Nova Poshta" in several countries.
Ukrainians will no longer need to visit the diplomatic institution twice, search for a free slot in the e-queue, and waste time and resources on a repeat visit to collect their completed passport.
"Fill in the required information in advance on the 'Diia' portal, visit in person once to provide biometrics, and after processing, receive your passport by mail," explained Sibiga.
He stated that the Ministry of Foreign Affairs plans to start issuing driver's licenses abroad in the spring. In the second half of 2025, a comprehensive service for registering a child's birth abroad is expected to be implemented.
This service will include:
- state registration of birth;
- acquisition of Ukrainian citizenship by birth;
- registration in the State Register of Individuals - Taxpayers;
- inclusion of the child in the Unified State Demographic Register.
