Ukraine is working on the development of its own air defense systems, particularly creating analogs of the Patriot.
This was announced by President Volodymyr Zelensky during a press conference at the forum "Ukraine. Year - 2025" on February 23.

According to him, Ukraine has not yet received all the weapons that were agreed upon at the NATO summit in Washington in July 2024. Kyiv is collaborating with partners to supply all five Patriot systems.
“We are addressing these issues, we are working on air defense systems and developing Ukrainian analogs,” Zelensky stated.
Zelensky reminded that Ukraine needs an additional 20 Patriot systems. He mentioned that the estimated cost of each system is $1.5–1.8 billion.
“We need them, and I have communicated this to our partners. Now Macron and Starmer will be going to the USA. We need another 20 Patriots. 20 Patriots will definitely cost $30-35 billion. If the USA provides us with $35 billion worth of ‘Patriots’, then we will consider that they have fulfilled their commitment, investing $35 billion. And we on our side will be ready to invest $35 billion. Then there will be a total of $70 billion in the fund. Is that fair? In my opinion, yes,” the president added.
As is known, Zelensky has previously stated about the shortage of missiles for the Patriot air defense systems, noting that a potential solution could be licensing for their production.
It is worth mentioning that Zelensky reported that Ukraine has spent $320 billion on defense over three years of war.
