The PACE adopted a resolution on peaceful negotiations regarding Ukraine, outlining Europe's commitments in this process.

The Parliamentary Assembly of the Council of Europe has adopted a resolution outlining its position on establishing peace in Ukraine.

This was reported by a correspondent from the publication “European Truth” from Strasbourg.

The document titled “Europe's Commitments to a Just and Sustainable Peace in Ukraine” became the main decision of PACE regarding Ukraine, adopted during the winter session of 2025. It was supported by 86 deputies, 6 abstained, and no one voted against it.

The resolution calls for maintaining unity and unwavering support for Ukraine from Europe to achieve a just and lasting peace. The document emphasizes that peace can only be secured through strength.

It is noted in the resolution that peace negotiations will only be meaningful if Ukraine has strong defense capabilities and engages in dialogue from a position of resilience. Furthermore, to establish a just peace, effective security guarantees must be provided to Ukraine. PACE stresses that any negotiations should occur solely with Ukraine's participation and respect its right to determine its own future.

The Assembly also indicates that the Russian Federation is waging war not only against Ukraine but also conducting hybrid aggression against other countries. It interferes in the internal political processes of Council of Europe member states, posing a threat to democratic stability on the continent. Therefore, according to PACE, establishing a just peace in Ukraine is critically important for the security of all of Europe and the world as a whole.

The document also highlights the need to hold Russia accountable for its aggression. To this end, PACE supports the creation of a comprehensive compensation mechanism and a special tribunal to address the crime of aggression by the Russian and Belarusian leadership.

It is worth noting that the Secretary General of the Council of Europe, Marija Pejčinović Burić, expects that practical steps toward the establishment of a Special Tribunal for the crime of aggression by Russia against Ukraine will be achieved by April 2025. The Council of Europe is also prepared to join in promoting the special tribunal if necessary, particularly to develop a framework within which to operate.

The crime of aggression is often referred to as the “mother of all crimes,” as without this serious offense, other international crimes would not have occurred. The top leadership of the Russian Federation involved in sanctioning military aggression against Ukraine will be prosecuted for this crime.

Discussions regarding a special tribunal for Russia for the crime of aggression have been ongoing since 2022, but there has been little practical progress on this matter for a long time.
