President Volodymyr Zelensky has enacted a decision by the National Security and Defense Council (NSDC) regarding the imposition of personal special economic and other sanctions against Petro Poroshenko, Ihor Kolomoyskyi, Hennadiy Boholyubov, Konstantin Zhevago, and Viktor Medvedchuk.

Decree No. 81/2025 has been published on the website of the Office of the President of Ukraine.

Sanctions against all five individuals are indefinite. These sanctions include:

  • deprivation of state awards of Ukraine;
  • blocking of assets;
  • restriction of trade operations (complete cessation);
  • restriction or complete cessation of the transit of resources, flights, and transportation across the territory of Ukraine;
  • prevention of capital withdrawal beyond Ukraine;
  • suspension of the fulfillment of economic and financial obligations;
  • prohibition on participation in the privatization or leasing of state property;
  • prohibition on the use of Ukraine's radio frequency spectrum;
  • limitation or complete cessation of the provision of electronic communication services and use of electronic communication networks;
  • prohibition on acquiring ownership of land plots.

It is worth noting that Poroshenko confirmed just yesterday that the NSDC had imposed sanctions against him.

Ihor Kolomoyskyi has been in pre-trial detention for over a year. During this time, he has been notified of four suspicions.

Hennadiy Boholyubov has been put on the wanted list. The State Bureau of Investigation (SBI) has notified him of suspicion due to his travel abroad using someone else's passport.

Konstantin Zhevago has been arrested in absentia in connection with a case involving bribery of former Chairman and Supreme Court Judge Vsevolod Knyazev. Medvedchuk is currently in Russia.
