Judge of the Constitutional Court of Ukraine, Natalia Shaptala, receives the highest pension in Ukraine (when considering the lifetime payment for judges). The monthly payment from the Pension Fund of Ukraine amounts to 390,184 UAH, which is over 150,000 more than Serhiy Kivalov, who receives the largest pension in the country excluding the lifetime payment.

This was reported by OBOZ.UA. It is noted that Shaptala headed the Constitutional Court of Ukraine for four months in 2019. In September of the same year, she resigned, and from October began receiving a "lifetime monetary allowance."

According to the publication, initially, Shaptala was assigned a payment of 90% of the judge's salary, but then, based on a new legal norm, her pension was reduced to 50% of the salary. She then appealed to the court to demand the reinstatement of her high pension. It was this court appeal that helped uncover her case, as the registry retained data on the amount of her "pension."

Currently, the retired judge receives a monthly pension of 390,184 UAH.

"Given that as of 01.01.2020, the minimum subsistence level for able-bodied individuals has been increased, consequently, the amount of judicial remuneration has also increased, the court concluded that as of 01.01.2020, the right to recalculation of the monthly lifetime monetary allowance arose, based on the remuneration of 360 UAH from the 3rd court, and prior to 01.01.2020 – based on the judge's remuneration, which amounted to 396,206.80 UAH according to the certificate dated 18.09.2019 No. 16/1-345-114," – stated in the court case.

Judge of the Kyiv District Administrative Court, Olesya Chudak, ordered the Pension Fund to increase Shaptala's pension again, taking into account the new salary amount.

It should be noted that as of 2025, the minimum wage in Ukraine is 8,000 UAH. Thus, a pension of 390,000 is more than 48 minimum wages.

Natalia Shaptala — What is known about her

  • Born on April 18, 1959, in Donetsk.
  • She began her career in 1976, working at enterprises in Donetsk as an electric controller, personnel department inspector, and statistician.
  • 1985-1987 — legal advisor at the Donetsk Metallurgical Plant named after V.I. Lenin.
