Businessman Leonid Dubinsky has had 60 million UAH posted as bail as an alternative to being held in custody in a case concerning his alleged scheme to embezzle 129 million UAH allocated for the restoration of critical infrastructure in the Dnipropetrovsk region.
This information was provided to the journalist of “Slovo i Delo” by the High Anti-Corruption Court.
“The High Anti-Corruption Court has received 60 million UAH in bail posted for the businessman, who was recently placed under custody with the option of bail,” said Oleksia Chemeris, head of the Communications Department of VAKS.
In accordance with the VAKS ruling, the following obligations were imposed on Dubinsky: not to leave the settlement where he resides without permission; to notify about changes in his place of residence and/or work; to refrain from contacting certain individuals; to surrender his passports for safekeeping; and to wear an electronic bracelet.

It is worth recalling that the NABU and SAP detained businessman Leonid Dubinsky, who is wanted by the FBI. According to the investigation, in 2022-2023, group members won a tender and entered into a contract with a municipal enterprise for the reconstruction of the water supply system in the Kamianske district. The beneficial owner of the firm was Leonid Dubinsky, who exerted influence over the head of the municipal enterprise and is also wanted by the FBI for property crimes. A significant portion of the contract involved the purchase of pipe products, which the “winner” of the tender acquired from the manufacturer at market price through his own intermediary firm and then resold to the municipal enterprise at a price more than three times inflated.
As a result of these actions, the municipal enterprise incurred losses exceeding 129 million UAH, which the participants in the crime appropriated and disposed of at their discretion. Efforts are ongoing to identify other accomplices in the crime.
