НАБУ и САП разоблачили деятельность преступной организации, в которую входил ряд должностных лиц Киевского городского совета.

NABU and SAP have exposed the activities of a criminal organization that included several officials from the Kyiv City Council.

This was reported by the NABU press service on Telegram.

As part of the investigation, seven members of the criminal organization were detained, and a total of ten individuals received suspicions. According to "Slovo i Delo," among the suspects are Deputy Head of the Kyiv City State Administration (KGGA) Petr Olenich, businessman Denis Komarnitsky, and the head of the Kyiv City Council's permanent commission on architecture, urban planning, and land relations, Mikhail Terentyev.

The officials were engaged in illegal privatization of land for construction purposes. Additionally, they attempted to take full control over the decision-making process regarding land rights.

The criminal scheme involved the registration of fictitious structures on promising plots of land, followed by obtaining the land without auctions. KGRA deputies and KGGA officials, some of whom acted within or under the influence of the group, received unlawful benefits in the form of cash and real estate.

"At the same time, the decision-making process was entirely controlled by the members of the criminal organization: 'needed' individuals received land rights, while others faced artificial obstacles and had to seek help from the members of the criminal organization," NABU stated.

It is also known that the leader of the group influenced personnel appointments, the budget, and officials. According to the NABU press service, the decision-making center "moved from Khreshchatyk, 36 to another building, where issues were 'resolved' with the involvement of city officials and other influential individuals."

Despite the use of special communication means and counter-surveillance, detectives managed to expose the scheme. In 2023-2024, land worth 11.6 million hryvnias was illegally taken out of the ownership of the Kyiv community, and thanks to the actions of law enforcement, the seizure of another six land plots worth a total of 83.7 million hryvnias was prevented.

There was also an attempt to exert pressure on businesses and an offer of a bribe amounting to $100,000 to a KGRA deputy for using influence in favor of the group.

Recall that today law enforcement conducted searches at the former co-chairman of the "Leonid Chernovetsky Bloc" faction in the Kyiv City Council, Denis Komarnitsky.

It is worth noting that in 2019, the Security Service of Ukraine already conducted searches at Komarnitsky's premises. A number of documents linking construction and tenders in the capital to various individuals were found.
