The Verkhovna Rada has approved the draft state budget for 2025 in its first reading.

It received support from 247 members of parliament, as reported by Yaroslav Zheleznyak.

The revenues of the general fund of the state budget are planned to total 2.7 trillion hryvnias, which is 411 billion more than the current year.

Expenditures are projected to reach 3.6 trillion hryvnias, which is an increase of 535 billion compared to this year. The budget's priority will be security and defense: more than 2.2 trillion hryvnias (approximately 26% of GDP) will be allocated for these needs, which is 46 billion more than in 2024.

The state budget anticipates that the real GDP may grow by 2.7% by the end of 2025, and consumer price growth may accelerate to 9.5%.

The budget includes an average annual exchange rate of the dollar at 45 hryvnias. The government has proposed to freeze the minimum wage at 8,000 hryvnias.
