The Rada is developing a system of one-time cash payments to encourage voluntary enlistment in the Armed Forces of Ukraine, known as motivational packages. Such payments will be provided upon signing a contract.
This was reported by MP Fedor Venislavsky, a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, during a briefing, as conveyed by the Media Center.

“There was a discussion about increasing the financial support for military personnel, but in my opinion, as a lawyer, this would violate the principle of equality, because soldiers sitting next to each other in the trenches might receive different amounts of money for performing the same functions,” Venislavsky stated.
In his view, the most acceptable option is one-time cash payments (“motivational packages”).
“I believe that the most acceptable option is one-time cash payments upon signing a contract, which will help address some social issues if they decide to enter into a contract. Therefore, the motivational package consists of one-time cash payments,” the MP explained.
Venislavsky added that over the past year, several thousand citizens of Ukraine aged 18 to 25 signed contracts for military service. According to forecasts, these so-called motivational packages could significantly increase the number of contract soldiers.
He clarified that there have not yet been any initiatives registered in the Rada to lower the conscription age.
Recall that in December of last year, Zelensky reacted to calls for the mobilization of Ukrainians from the age of 18. In January, the President of Ukraine signed laws extending martial law and mobilization.
